Empowering Voter Engagement With Latinx Membership Organization

In 2022, Scale for Change collaborated with Voces de la Frontera to execute a dynamic and membership-driven canvassing field program strategically designed to drive voter turnout in the crucial swing state of Wisconsin. This progressive collaboration achieved remarkable successes, contributing to above-average turnout for the Voces model compared to 2020 and 2018.

Membership Recruitment
Scale for Change recruited and hired a dedicated staff from the Voces de la Frontera membership. This strategy, leveraging experienced individuals, facilitated a timely program launch and overcame recruitment challenges seen elsewhere in 2022.

Adaptability
The team exhibited remarkable flexibility in adapting to new scripts based on client discussions. Seamless training of canvassers enabled swift implementation of script adjustments, showcasing program adaptability.

Effective Data Reporting
The collaboration led to stellar data reporting. Retroactive data analysis found that CCA voters in the lowest quartile of turnout scores, who were canvassed, overperformed (+1%) their modeled turnout rate, while similar voters whom the program did not reach underperformed (-2%). Among non-voters (who did not vote in 2018 or 2020), the universe within Voces outperformed (+3%) their modeled turnout.

Robust Training
To achieve the goal of building capacity and developing the experience and skills of the Voces team, members underwent rigorous training led by Scale for Change. These training modules included topics like Program Set Up, Onboarding & Program Launch, Program Expectations & Maintenance, Data Training, and Firewall Context & Understanding, among others. Training not only helped onboard and educate members on structure and protocol, but it honed in on members’ skills. Scale for Change’s targeted training also covered how to most effectively talk to voters at the doors, how to use VAN, and the importance of data collection in program execution. 

Building a Bench
It is important to note that Voces de la Frontera is the only Latinx membership organization in Wisconsin. In 2022, this program was the Latinx outreach strategy in the entire state. Hiring from the Voces de la Frontera membership allowed Scale for Change to gain leverage not only in executing this program but also in an opportunity to build and train members/staff that could later build the Voces political team. From this investment by CCA and Scale for Change, two members have moved up the ladder into leadership roles in Wisconsin at Voces and partner organization CRGE.
